About the ASEA Health Trust
Formed in November 2000, the ASEA/AFSCME Local 52 Health Benefits Trust (the ASEA Health Trust) provides service to the permanent and long-term nonpermanent employees of the State of Alaska General Government Unit covered by a collective bargaining agreement between the State of Alaska and ASEA/ AFSCME Local 52.
The ASEA Health Trust is a third-party beneficiary of the labor contract between ASEA/ AFSCME Local 52 and the State of Alaska. Trustees, acting in a fiduciary capacity, administer the ASEA Health Trust to determine health benefit plan design and policies for the exclusive benefit of the participants. These Trustees are elected by members.
The ASEA Health Trust provides health benefits to ASEA/AFSCME Local 52 members and their eligible family members, and currently provides coverage for more than 7,000 permanent and long-term nonpermanent State of Alaska General Government Unit employees covered by the collective bargaining agreement.
The ASEA Health Trust also provides health benefits to approximately 9,000 of the employees’ eligible family members. Trust health benefits include hospital, medical, surgical, major medical, prescription drug, dental, vision and audio coverage. The ASEA Health Trust purchases stop-loss insurance to protect itself in the event of large claims. In addition, the ASEA Health Trust offers participants the option of a tax-saving Health Care Reimbursement Account (HCRA). The ASEA Health Trust’s Plan Year runs from July 1 through June 30.
The Collective Bargaining Agreement requires the State of Alaska to make monthly contributions to the Trust of a specified amount for each covered employee. Plan participants also make monthly contributions depending on their choice of benefits, on whether they’ve elected to cover eligible dependents, and on whether they have elected to participate in the HCRA provision of the Plan.
